The altitudes are called off as AGL.

Ah! Mr. Smith has LIDAR-vision !!!
(Or perhaps he was just reading the charts that I didn't have).

It would make sense that his report was AGL as the terrain was around 4-5000ft at the time. I was heading North-East from Beijing into Mongolia.
